What Constitutes Washing in Wudu and Ghusl?

Question
Does washing in wudu or ghusl require dropping at least two drops of water on every part of the limb, or can we drop water in one place and spread it? Would this lead to wastefulness?
Answer
In the name of Allah, the Most Compassionate, Most Merciful,
I pray this finds you in the best of states.
A limb is deemed washed if at least two drops of water fall from this limb. [Ibn ‘Abidin, Radd al-Muhtar]
For example, you wash your forearm, and, after washing it, only two drops of water leave your forearm, then you can be assume that your arm has been washed.
Allah (Most High) says: “Allah desires ease for you; He does not desire difficulty for you.” [Quran, 2:185]
The Messenger of Allah (Allah bless him and give him peace) has said, “Those who make things hard for themselves will be destroyed.” [Muslim]
