Do I Need to Repeat Wudu Due to Traces of Toilet Paper on My Private Part?

Question
After urinating I use toilet paper and traces of toilet paper remain on my penis. Is my wudu valid? Should water reach the anus for fard ghusl?

In the name of Allah, Most Compassionate, Most Merciful
I pray this finds you in the best of states.
Wudu
Your wudu and prayer are valid despite some traces of toilet paper remaining on your private parts because even if these traces were filthy they would be excused.
According to the Hanafi school, the extent of approximately 5cm, in diameter, is excused in liquid filth and 5gram in solid filth [Shurunbulali, Nur al-Idah]
It would be far more superior to remove these traces with water as the best way to clean oneself after relieving oneself is to use water in addition to something solid (such as toilet paper). [Shurunbulali, Nur al-Idah]
Ghusl
Yes, all the body must be washed in order to perform a valid ritual bath (ghusl), including the anus.
You don’t have to wash inside it though. [Shurunbulali, Maraqi al-Falah]
