Is Sa‘i valid on the first floor of the Mas‘a area, or does it require being within the original hillocks? If the basement is inaccessible, how should one ensure compliance with the rules of Sa‘i?

The Sa‘i is valid on all available floors/levels designated in the Sacred Mosque.
