Permission for Reciting Names of Allah and Specific Surahs

Question: Please can you clarify if we need permission from a scholar to recite names of Allah or Surahs from the Quran for a specific purpose? Normally I use a book for the benefits of the names of Allah and websites or other general sources for benefits of Surahs. But I have been told that this may not be sufficient.
How do we deal with this if we have no access to a scholar? Are there any books or websites that we can rely on instead?
I am just starting out practicing as a Muslim and struggling with the idea of getting permission from scholars. Although I understand the need for one in some cases, it seems that if we need permission for small day to day prayers used for our daily needs, it makes the practice of religion more complicated.
Please can you give me some practical advice on this matter.

The best supplications are those that pour forth with sincerity from a contented, focused heart of a person who has a good opinion of Allah.
If you have a specific need, you should pray the Prayer of Need as the Messenger of Allah (Allah bless him and give him peace) instructed us.
