If one was made to masturbate, they are only considered to have reached puberty if ejaculate fluid exited. If no ejaculate fluid exited, regardless whether they felt a climax or not, they have not reached puberty.
The youngest possible age a male can experience ejaculation is twelve years old and for a female, nine years old. [Tahtawi/Shurunbulali, Hashiyat Maraqi al-Falah]
If you know of someone who has or is being abused or someone who abuses children and you have the ability to reach out to an authority for help, without bringing harm upon yourself in the process – you must take the means to stop this wrong by doing so.
