Is it permissible for a daughter to swear by Allah not to visit her father’s house?

It is not permissible to swear an oath like this, especially regarding parents. If there is something to be feared, it may be acceptable to temporarily avoid the situation. However, according to Sharia, there must be a valid reason. This should be approached with respect and wisdom. One should speak to reliable scholars and practicing family members about this situation.

Mu’adh ibn Anas (Allah be pleased with him) reported: The Prophet (Allah bless him and give him peace) said,
“Blessed is one who is good to his parents. Allah Almighty will extend his lifespan.” [Bukhari, al-Adab al-Afrad]
