What does a sura being “makki” or “madani” mean?

It is discussed because the Meccan suras were revealed in the Meccan phase, whether or not the verses were revealed in Mecca itself. The medinan suras were revealed in the medinan phase, even if the revelation took place outside of Medina itself.
