If someone is genuinely mocking the prayer or laughing at its obligatory nature, then it would be sinful to laugh with them. However, if they just say that they wished the prayer was not obligatory on them, that they wished that they had already prayed, or that they were excused from praying, then it would not be sinful.
We have to remember that we all make mistakes and that we should all be trying to do better things. It is also important to avoid people who make you say bad things or laugh at Islam.
“O you who have believed, fear Allah and speak true and direct words, He will amend for you your deeds and forgive you your sins. And whoever obeys Allah and His Messenger has certainly attained a great attainment.” [Qur’an, 33: 70-71]
