I Suffer From Urinary Leakage Problems. Can I Be Excused All My Life?

Question: Assalam alaykum
I always keep a tissue in my underwear. After urinating, a lot of urine leaks onto the tissue paper and after about 10 minutes the majority of urine that will leak has exited. Thereafter very small amounts leak that are impossible for me to feel.
I have ascertained that I was a ma’dhur (excused).
Was I correct?
2) Since I can only tell leakage by going to the bathroom and looking at the penile tip, can I please just assume the position of ma’dhur all my life?
Answer: Wa alaikum assalam wa rahmatullah,
1. If you press a piece of tissue paper at the point of exit and no wetness appears on it, you can clean the private part (istinja’), sprinkle water over it and your undergarments, and move on. There is no duty to dwell, check or investigate the matter any further.
2. No, an excused person (ma’dhur) is in an exceptional state. Most people that think they are excused when it comes to bathroom matters, are simply experiencing misgivings and incorrectly applying the sunna.
