Can a Woman Uncover Below the Ankle Area In Front of a Non-Mahram Woman?

I pray you are in good faith and health. Thank you for your question.

It is permissible for a woman to leave her feet uncovered in the prayer and outside the prayer.  And it is obligatory, according to other Sunni schools, such as the Shafi`is, that they are parts of the body that must be covered

However, caution is to cover the feet because it is obligatory, according to other Sunni schools. See the links below in detail.
