Could You Summarize the Following Hadith?

Question

Could you please clarify the exact meaning of a part of the following Hadith:
Narrated Abu Dharr: The Messenger of Allah observed: “Three are the (persons) with whom Allah would neither speak on the Day of Resurrection, nor would look at them nor would absolve them, and there is a painful chastisement for them.” The Messenger of Allah repeated it three times. Abu Dharr remarked: “They failed and they lost; who are these persons, Messenger of Allah?” Upon this, he observed: “They are: the one who makes (his garment) hang down on the ground (al-musbil), the recounter of obligation, and the seller of goods by false oath.”

Abu Dhar (Allah be pleased with him) narrates from the Messenger of Allah (Allah bless him and give him peace), “There are three persons with whom Allah Most would neither speak on the Day of Resurrection, nor would look at them nor would purify them, and there is a painful chastisement for them.” The Messenger of Allah repeated it three times. Abu Dhar remarked: “They failed, and they lost; who are these persons, Messenger of Allah?” Upon this, he observed: “They are: the one who makes (his garment) hang down on the ground, the one who counts favors done to others,  and the seller of goods by false oath.” [Muslim]

The summary is that the above three persons with whom Allah Most will be displeased, turn himself away from, or angels will not be sent down to them with welcome; neither will they be purified from their sins.
