What should I do about my elder sister, who married a non-Muslim against our family’s wishes and engages in concerning behavior?

I pray you are in good faith and health. Thank you for your question. I am sorry to hear she has ended up marrying a non-Muslim.
It would be best if you kept ties with her. She is your sister. This has happened for whatever reason. The past is the past. Look into the future and work on her gradually. You do not have to talk about the marriage for now. However, tell her to learn the din and look into what she is inclined to and possibly like. Share some motivating videos and win her heart over, inviting her, caring for her, and speaking to her about marriage, but not now.

You are not liable for her faith or sinfulness. In general, one has no control over the actions of others and will not be held accountable by Allah for their deeds. Allah says: “And every soul earns not [blame] except against itself, and no bearer of burdens will bear the burden of another.” [Qur’an 6:164]
